- The documents are submitted to the Ministry of Justice with an extra-document request.
- Once submitted, the file returns to its previous status.

What happens after a refusal?
If your application was refused by the Citizenship Council or at the Vice President stage, the situation is as follows:
- No extra documents can be sent. After a decision, documents cannot be added to the same file for a new review.
- The file is closed. The reasons stay in the file.
- The only route is to reapply. A new application is made at the Ministry of Justice in Sofia or through a consulate.

How to prepare a strong file for reapplication
- Write down the stated reason: Identify which gap was the problem.
- Strengthen the proof of origin: Old civil records, relatives’ documents and, if needed, a certificate of Bulgarian origin are added.
- Take documents from the original source: Prefer current, certified copies over old or plain copies.
- Make names consistent: If names differ between documents, prepare a name equivalence certificate.
- Complete apostille and translation: Every document needs an apostille and a sworn Bulgarian translation.
- Refresh current documents such as the criminal record certificate: Old-dated documents can cause problems.

Is refusal the same as termination?
No. The two outcomes look different in the file status system:
- Refusal: The Citizenship Council or the Vice President did not accept the application on the merits. The reason is stated in the record.
- Termination by the minister’s order: This usually happens because irregularities were not fixed in time. The application is closed without a review of the merits.
In both cases the remedy is a new application. But termination mostly arises from document and deadline problems, so preparing documents properly from the start may change the result.
What to watch during the process
Refusals often come from several small gaps rather than one error. So during the application:
- Check your file regularly. Noticing a status change late shortens the extra-document period.
- Keep your contact details current. An applicant who cannot be reached can miss correspondence.
