Family reunification and residence for children in Bulgaria

Children can receive a family reunification residence card in Bulgaria through one of their parents. But if a parent is a Bulgarian citizen, the child is often already a Bulgarian citizen by birth. In that case, registering the birth with Bulgaria is a shorter and more lasting route than residence. Stepchildren, custody and the other parent’s consent need extra care.

This article first helps you choose the right route, then explains how a child’s family reunification residence works, the documents needed and school enrolment.

First question: is a parent a Bulgarian citizen?

Before you start, answer this: Was a parent of the child a Bulgarian citizen when the child was born?

  • If yes: The child may be a Bulgarian citizen by birth. Then “family reunification” is not needed. It is enough to register the birth with Bulgaria. With registration the child receives a personal number (EGN) and can get a Bulgarian passport. We explain every step in birth registration and Bulgarian citizenship for your child. In practice this route usually takes 2-3 months.
  • If no: If the parent obtained citizenship after the child’s birth, or the parent is not Bulgarian, the child’s route is residence or a citizenship application.

Residence gives the child a time-limited status. Citizenship is lasting and brings EU citizenship too. So for every child with a Bulgarian parent, check the citizenship option first.

How does family reunification residence work for a child?

The foreign child of a Bulgarian or EU citizen is generally an “EU citizen family member”. The child’s card depends on the parent’s right in Bulgaria. In general:

  • The child can get a family member card if they are the child of the Bulgarian parent or of that parent’s spouse.
  • For minors, age and care relationship matter. For adult children, extra conditions such as dependency may apply.
  • The card gives the right to live in Bulgaria with the parent.

Required documents

Documents depend on your file. In general:

Family reunification for a stepchild

Family reunification can also apply to your spouse’s child from an earlier relationship, your stepchild. Two cases differ:

  • You are the Bulgarian citizen and the child is your spouse’s child: The child can be treated as your spouse’s child and a family member. This depends on age and the care relationship.
  • The Bulgarian parent is the child’s biological parent: There is a direct parent-child link. Then the citizenship option is considered first.

In stepchild files the key point is proving the relationship with documents. The birth certificate, marriage certificate and the other parent’s situation are prepared together.

If the other parent lives in another country or custody is shared, note the following:

  • Consent: The other parent’s written consent is usually requested for the child to move and live in Bulgaria. It should be notarised, apostilled and translated.
  • Custody decision: If custody is set by a court order, a copy goes into the file.
  • Death or absence of a parent: A death certificate or the relevant court decision is provided.
  • The child’s age: Depending on age, the child’s own views and documents can matter too.

Important: Without the other parent’s consent, acceptance in Bulgaria becomes harder and border crossings may also cause problems. Plan this document at the start of the application.

School enrolment

Children living in Bulgaria can enrol in school. In general:

  1. Residence or citizenship document: Proof that the child is lawfully in Bulgaria.
  2. Previous school records: Report cards and education certificates, translated into Bulgarian and apostilled if needed.
  3. Recognition: The grade that matches earlier education is decided by the relevant education authority.
  4. Language support: Ask the school about adaptation support and language preparation for children who do not speak Bulgarian.
  5. Health records: Vaccination card and health documents are usually requested.

It is best to ask the school and the education authority for the current required documents.

The child’s passport and ID

If the child was registered as a Bulgarian citizen, see getting a Bulgarian passport for your child. On the residence route, the child uses their home-country passport and the residence card issued in Bulgaria.

Common mistakes

  • Choosing residence unnecessarily: If the parent is Bulgarian, birth registration is often better for the child.
  • Forgetting the other parent’s consent: The most common source of application and travel problems.
  • Name inconsistencies: The child’s name must be identical across the birth certificate, passport and translation.
  • Missing the card’s expiry: The child’s card must also be renewed in good time.
