Permanent residence replaces the time-limited residence card, so you can live and work in Bulgaria without a new reason each time. Other foreigners have a similar path, but with separate conditions.

What is permanent residence?

A temporary residence card is issued for a limited period and must be extended before it expires. Permanent residence is a stronger status. The document itself is renewed at intervals, but you no longer need to justify your right to live in Bulgaria each time.

There are two main paths in Bulgaria:

  • Family members of EU citizens: Spouses, children and other close relatives of a Bulgarian citizen receive an “EU citizen family member residence card”. Permanent residence follows this card.
  • Other foreigners: People who came for work, study or business can move to permanent residence after a long period of legal residence. Conditions depend on the type of permit.

For family members, the key condition is 5 years of continuous and legal residence in Bulgaria. Each word matters:

  • Legal: You must hold a valid residence card throughout. Gaps between an expired card and a renewal can cause problems, so file your residence permit renewal on time.
  • Continuous: Short trips abroad do not break the period. Long absences can affect continuity. The exact limits depend on your file, so ask before you travel for long.
  • 5 years: The period runs from the date your family member residence card was issued. Different family members may have different start dates.

Note: If the marriage ends (divorce or the spouse’s death), your right to permanent residence may be affected. If this happened, have your file checked before you apply.

The exact list depends on what the Migration Directorate (Дирекция „Миграция“) requires at the time of filing. In general, expect:

Step by step

  1. Check the period: Five years of continuous residence must be completed from the start date of your family member card.
  2. Check your card is valid: Apply before your current card expires. Applying with an expired card is risky.
  3. Prepare documents: Updated documents, translations and apostilles.
  4. File with the Migration Directorate: Apply at the office that covers your address.
  5. Wait for the decision: The authority sets the decision time. It cannot be promised in advance and depends on the file.
  6. Collect the document: After approval, your permanent residence document is issued.

A permanent resident has broader and more stable rights than a holder of a time-limited card. In general:

  • Right to live in Bulgaria indefinitely: You do not need to give a new reason each time.
